description abstractPURPOSE. This Instruction, in accordance with the authorities in sections 2000ee and 2000ee-1 of title 42, United States Code (U.S.C.) (Reference (a)), Public Law 108-458 (Reference (b)), DoD Directive 5105.53 (Reference (c)), Deputy Secretary of Defense Memorandum (Reference (d)), and the guidance in DoD Civil Liberties Officer Memorandum (Reference (e)) and DoD Civil Liberties Officer Memorandum (Reference (f)):
a. Establishes policy and assigns responsibilities for the implementation of the DoD Civil Liberties Program and for those portions of Reference (a) that relate to privacy. The DoD's Privacy Act Program will continue to be governed by DoD Directive 5400.11(Reference (g)), DoD 5400.11-R (Reference (h)), and Director of Administration and Management Memorandum (Reference (i)).
b. Delegates authorities for the effective administration of the DoD Civil Liberties Program.
c. Authorizes the Defense Civil Liberties Board.
APPLICABILITY. This Instruction applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (hereinafter referred to collectively as the "DoD Components").
