Abstract: PURPOSE
This Instruction:
Implements policies, assigns responsibilities, establishes timelines, and prescribes procedures pursuant to References (a) and (b) for the management of DoD FAO Programs.
Establishes procedures to access, develop, retain, motivate, and manage all FAOs within the Department of Defense, in accordance with Reference (b).
Identifies the Deputy Under Secretary of Defense for Plans (DUSD(Plans)), under the Under Secretary of Defense for Personnel and Readiness (USD(P&R)), as the principal staff advisor to the Secretary of Defense for DoD FAO Programs.
Provides report format, procedures, and reporting instructions for an Annual Report on DoD FAO Programs.
APPLICABILITY
This Instruction applies to the Office of the Secretary of Defense, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff, the Combatant Commands (COCOMs), the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as the "DoD Components"). The term "Services" as used herein, refers to the Army, the Navy, the Air Force, and the Marine Corps.
