description abstractPURPOSE. This Instruction formalizes the procedures for engagement activities and stresses the importance of these activities in the accomplishment of Coast Guard missions. References (a)-(c) are the policy and guide documents to assist Coast Guard members in carrying out the Commandant (CG-092) mission. Appendix A, the Strategic Communications Framework, provides a guide to understanding the why, how, who, where, and when of communications, as well as criteria for measuring and monitoring how successful we are in these communication efforts. The measurements identified are in their infancy and will be tested and further developed and refined in the coming year. The system is designed to be iterative, self correcting, and consistent with goals and objectives of the service in successful mission execution.
