Abstract: PURPOSE. This Instruction reestablishes the RADM Charles P. Murphy award program in honor of the late Rear Admiral Charles P. Murphy, former Chief of the Office of Marine Safety, participant at the 1948 and 1960 SOLAS Conferences and former Chairman of the International Maritime Organization Maritime Safety Committee. The award was initially established to recognize Coast Guard military and civilian personnel who made significant lifetime contributions to the Marine Safety, Security and Environmental Protection program nationally and internationally.
