description abstracta. This Directive governs telephone communications, written correspondence, and visits by JSC and other personnel when such communications relate to contractor work under the cognizance of a program/project office. Except as excluded in paragraph 2b, all JSC personnel planning to visit contractor or subcontractor facilities on program/project business will provide notice to the prime contractor in the manner detailed in paragraph 4b. It applies to all visits, including those to attend meetings, witness tests, perform audits/surveys, or provide technical liaison.
b. This Directive does not apply to communications with contractors located on site or in the vicinity of Clear Lake whose contracts are unrelated to program/project responsibilities. Further, paragraph 4b does not apply to JSC personnel who are employed at or near the contractor's facility (wherever it may be located) or performing day-to-day business such as inspections, quality assurance checks, etc.
PURPOSE. To establish responsibilities and procedures for official communications between JSC personnel and prime contractors, including the advance coordination required prior to visiting a contractor's facilities.
