Abstract: PURPOSE. In order to attract qualified personnel to critical ratings and help meet the Commandant's recruiting goals, this Instruction establishes the Coast Guard Active Duty College Fund Program for recruiting active duty personnel in critical ratings in accordance with the provisions of references (a) and (b). This program applies to new enlistments.
