CONTINUITY OF OPERATIONS (COOP) PLANNING

Abstract: PURPOSE
This Marshall Procedural Requirements (MPR) defines the Center Strategy for development and implementation of Continuity of Operations (COOP) plans. In addition, this document defines the minimum requirements for plan content.
COOP integrates the National Response Framework (NRF), National Incident Management System (NIMS), Incident Command System (ICS), and Wireless Public Safety Interoperable Communications Program initiatives (SAFECOM) to ensure continuity of essential operations across a broad spectrum of emergencies.
Prior to directives for developing COOP, many Marshall Space Flight Center (MSFC) mission-essential infrastructure/mission-essential operations (MEI/MEOs) had existing contingency or disaster recovery plans, meeting the criteria of, and fulfilling the function of COOP. These existing plans, once modified if necessary, constitute COOPs for these activities.
APPLICABILITY
This MPR applies to the personnel, programs, projects, and activities at MSFC and MSFC's Michoud Assembly Facility, including contractors and resident agencies to the extent specified in their respective contracts or agreements. ("Contractors," for purposes of this paragraph, include contractors, grantees, Cooperative Agreement recipients, Space Act Agreement partners, or other agreement parties.)
