description abstract	PURPOSE. The purpose of this Instruction is to: a. Summarize mandated energy conservation goals for existing Federal buildings. b. Clarify the intent of various pieces of legislation and distinguish between short and long term goals for reducing energy usage levels in existing and new buildings. c. Consolidate existing mandates and legislation into a program aimed at reducing energy consumption in existing buildings and reducing dependence on non-renewable energy resources. d. Introduce certain reporting requirements necessary to monitor program progress, forecast retrofit funding requirements, and support a centralized buildings data base which will help reflect the operating, maintenance, and repair requirements of buildings.
