Abstract: PURPOSE. This Instruction establishes the Coast Guard Emergency Preparedness Liaison Officer (EPLO) Program; defines program policy, organizational structure and responsibilities, and provides guidance for the support and coordination of EPLO assistance to other federal, state, and local authorities prior to and during disaster contingencies. Specific duties, qualifications, training and reporting requirements of EPLOs will be provided as an EPLO Roles and Responsibilities Guidebook under separate cover.
