&lt;strong&gt;PREFACE&lt;/strong&gt; &lt;br&gt;This document is the 2004 Supplement to the 2003 editions of the &lt;em&gt;International Building Code&amp;#174;, lCC Electrical Code &lt;sup&gt;TM&lt;/sup&gt;, International Energy Conservation Code&amp;#174;, International Existing Building Code&amp;#174;, International Fire Code&amp;#174;, International Fuel Gas Code&amp;#174;, International Mechanical Code&amp;#174;, International Plumbing Code&amp;#174;, International Private Se wage Disposal Code&amp;#174;, International Property Maintenance Code&amp;#174;, International Residential Code&amp;#174;, International Urban-Wildland Interface Code&amp;#174;&lt;/em&gt; and the &lt;em&gt;International Zoning Code&amp;#174;.&lt;/em&gt; It contains changes submitted in the 2003/2004 Code Development Cycle which were approved by the membership of the International Code Council. The &lt;em&gt;ICC Performance Code for Buildings and Facilities&lt;/em&gt;&amp;#174; has not been changed from the 2003 edition. &lt;br&gt;This supplement is organized by code and includes all approved changes. Each section is identified, followed by the applicable code change number and the revised/added/deleted text. For example, Section 302.1.1.1 of the IBC (page IBC-1) was revised by Code Change FS19-03/04 in the 2003/2004 Code Development Cycle. Editorial revisions approved by the ICC Code Correlation Committee are indicated by "CCC." &lt;br&gt;This supplement is prepared in a form which facilitates adoption by reference and is convenient to use. A suggested form of an adoption ordinance is found on page v (page vi of the &lt;em&gt;ICC Performance Code&lt;/em&gt;) of each of the &lt;em&gt;2003 International Codes&lt;/em&gt;. Through the adoption of the above referenced ICC Codes and this document, jurisdictions will have the benefit of the latest developments in building regulations.

The provisions of this code shall apply to the erection, installation, alteration, repairs, relocation, replacement, addition to, use or maintenance of plumbing systems within this jurisdiction. This code shall also regulate nonflammable medical gas, inhalation anesthetic, vacuum piping, nonmedical oxygen systems and sanitary and condensate vacuum collection systems. The installation of fuel gas distribution piping and equipment, fuel-gas-fired water heaters and water heater venting systems shall be regulated by the &lt;em&gt;International Fuel Gas Code&lt;/em&gt;. Provisions in the appendices shall not apply unless specifically adopted. &lt;br&gt;&lt;strong&gt;Exception:&lt;/strong&gt; Detached one- and two-family dwellings and multiple single-family dwellings (townhouses) not more than three stories high with separate means of egress and their accessory structures shall comply with the &lt;em&gt;International Residential Code&lt;/em&gt;.

&lt;strong&gt;Introduction&lt;/strong&gt; &lt;br&gt;The Americans with Disabilities Act (ADA) of 1990 recognizes and protects the civil rights of people with disabilities and is modeled after earlier landmark laws prohibiting discrimination on the basis of race and gender. The ADA covers a wide range of disability, from physical conditions affecting mobility, stamina, sight, hearing, and speech to conditions such as emotional illness and learning disorders. The ADA addresses access to the workplace (title I), state and local government services (title II), and places of public accommodation and commercial facilities (title III). It also requires phone companies to provide telecommunications relay services for people who have hearing or speech impairments (title IV) and miscellaneous instructions to Federal agencies that enforce the law (title V). &lt;br&gt;Regulations that set requirements and establish enforcement procedures are necessary to implement laws such as the ADA. To understand and comply with the ADA, it is important to follow the regulations issued under the different titles. Comprehensive regulations for titles II and III issued by the Department of Justice (DOJ) and the Department of Transportation (DOT) include enforceable standards for the construction and alteration of buildings and facilities. These standards, which are based on the ADA Accessibility Guidelines (ADAAG), are enforced by DOJ, DOT and the courts and apply nationwide. The regulations provide important information on which buildings and facilities are subject to the standards. It is important that the regulations be used along with the design standards they contain or reference.
