&lt;strong&gt;&lt;u&gt;Scope and Applicability&lt;/u&gt;.&lt;/strong&gt; This instruction applies to engineering, technical work, and technical authority performed by Naval Shipyards, SUPSHIPs, the Keyport Torpedo Depot, RMCs, and other Fleet Maintenance Activities within the NAVSEA scope and applicability defined in reference (a). &lt;br&gt;&lt;strong&gt;&lt;u&gt;Purpose&lt;/u&gt;&lt;/strong&gt; &lt;br&gt;a. To establish waterfront engineering and technical authority policy for Naval Shipyards, Supervisors of Shipbuilding (SUPSHIPs), the Keyport Torpedo Depot, Regional Maintenance Centers (RMCs), and other Fleet Maintenance Activities. This instruction is consistent with reference (a) and supports programmatic authorities in providing best-value engineering and technical products to the Fleet. &lt;br&gt;b. To define the responsibility, accountability, and authority of Naval Shipyard, SUPSHIP, the Keyport Torpedo Depot, Norfolk Ship Support Activity and RMC Chief Engineers (CHENGSS), hereafter referred to as waterfront CHENGs, for engineering and technical decisions within the scope of this instruction, and for the exercise of the authority by their assigned Activities. &lt;br&gt;c. To establish NAVSEA policy for disposition of engineering changes and non-conformances. &lt;br&gt;d. To establish detailed policy for the selection and assignment of engineering agents at Naval Shipyards, SUPSHIPs, Keyport Torpedo Depot, Norfolk Ship Support Activity and RMCs. &lt;br&gt;e. This revision is a significant change and should be read in its entirety.

a. This instruction applies to all NAVSEA Programmatic and Technical Authorities performing acquisition, in-service support, engineering, or technical work within the scope of NAVSEA, its PEOs, and associated program offices within the scope defined in references (a) and ( c). &lt;br&gt;b. This instruction does not apply to the exclusion listed in reference (c), which include all matters under the cognizance of the Naval Nuclear Propulsion Directorate (NAVSEA 08) and the strategic weapons systems under the cognizance of the Strategic Systems Program. &lt;br&gt;&lt;u&gt;Purpose&lt;/u&gt; &lt;br&gt;a. To implement references (a) through (e) system safety requirements for programmatic and technical authorities, including establishing a System Safety Program (SSP) (as required by reference (b) and defined in enclosure (2)) for the identification and control of hazards and risk mitigation. &lt;br&gt;b. Establish and update policy for the implementation of System Safety Engineering (SSE) across Navel Sea Systems Command (NAVSEA) and affiliated Program Executive Offices (PEO) for all phases of the systems lifecycle, consistent with references (a) through (an).

This instruction applies to the acquisition and support of ships and ship systems under the cognizance of NAVSEA and affiliated Program Executive Officers (PEOs). This instruction includes all contractual deliveries of product model and other technical data supporting ship and ship system design, design certification, situational awareness/response, maintenance, modernization, in-service support, and disposal. This instruction does not define the content, depth, or breadth of the product model. Those decisions are the direct responsibility of the procuring activity and will be defined in the Statement of Work, Contract Data Requirements List, or Data item Description as appropriate. &lt;br&gt;&lt;u&gt;Purpose&lt;/u&gt; . The purpose of this instruction is to provide policy and guidance on the delivery of product model and other technical data such as drawings, system diagrams, system interface documents, and others within NAVSEA for the acquisition, certification, and fleet support of ships and ship systems consistent with references (a) through (e).
