description abstractPurpose. This instruction provides high-level operational policy, guidance, and procedures for narrowband1 satellite communications (SATCOM) user requirements and for Joint Interoperability Test Command (JITC) system standards conformance test certification.
Applicability. This instruction applies to all U.S. government, allies, and partners that plan, use, manage, control, and sustain Department of Defense (DoD) narrowband capabilities.
1 Narrowband SATCOM is defined as current, planned, and future DoD-owned, leased, and hosted SATCOM assets in the ultrahigh frequency (UHF) spectrum. Included in this definition are the space, control, and terminal segments, as well as accesses used to integrate UHF SATCOM into the Global Information Grid (GIG). Unless stated specifically, the term "narrowband" used throughout the remainder of this instruction is a reference to narrowband SATCOM.
