REISSUANCE AND PURPOSE. This Instruction:  &lt;br&gt;Reissues reference (a) to implement policy, assign responsibilities, and prescribe procedures under reference (b) to assist victims and witnesses of crimes committed in violation of reference (c).  &lt;br&gt;Implements reference (d), sections &lt;a&gt;1512-1514&lt;/a&gt; of title 18, United States Code, DoD 5400.7-R, and sections &lt;a&gt;113&lt;/a&gt; (note), 1058, 1059 and 1408 of title 10, United States Code (reference (e) through (g)) by providing guidance on assisting victims and witnesses of crime from initial contact through investigation, prosecution and confinement.  &lt;br&gt;Establishes annual reporting requirements on assistance provided to victims and witnesses of crime.  &lt;br&gt;APPLICABILITY. This Instruction applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as the "DoD Components"). The term "Military Services," as used herein, refers to the Army, the Navy, the Air Force, and the Marine Corps.
