EXPLOSIVES SAFETY MANAGEMENT AND THE DOD EXPLOSIVES SAFETY BOARD (CANCELLING DODD 6055.9(D))

Abstract: REISSUANCE AND PURPOSE
This Directive:
Reissues reference (a); updates policies, authorities, and responsibilities for DoD Explosives Safety Management (ESM); implements reference (b) in the Department of Defense; and continues to operate the DoD Explosives Safety Board (DDESB) as a standing joint board.
Continues to authorize references (c) and (d), consistent with DoD 5025.1-M (reference (e)), and requisite DoD ESM guidance; and sets the requirement for developing, implementing, and maintaining effective DoD ESM.
Continues to designate the Secretary of the Army as the DoD Executive Agent for DoD emergency response to transportation mishaps involving DoD military munitions according to DoD Directive 5101.1 (reference (f)).
APPLICABILITY
This Directive applies to:
The Office of the Secretary of Defense (OSD), the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as the "DoD Components"). The term "Military Services," as used herein, refers to the Army, the Navy, the Air Force, and the Marine Corps.
ESM associated with DoD operations, activities, and installations worldwide, including Government-owned/contractor-operated facilities, and where on-base or nearby non-DoD activities or operations encumber the Department of Defense.
