Abstract

Applies to the Office of the Secretary of Defense, the Military Departments (including the Coast Guard when, by agreement with the Department of Transportation (DoT), it is operating as a Military Service of that Department), the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities in the Department of Defense (hereafter referred to collectively as "the Dod Components"). The term "Military Services," as used herein, refers to the Army, the Navy, the Air Force, and the Marine Corps. <br>Does not apply to limiting the rights of Governors of States to fix the location of units of the National Guard of the United States in their respective borders, as authorized by 32 U.S.C. 104(a) and 10 U.S.C. 18238 (references (c) and (d)). <br>REISSUANCE AND PURPOSE <br>This Instruction: <br>Reissues reference (a). <br>Under reference (b), updates procedures for: <br>Administering the facilities and unit stationing programs of the National Guard (the Army and the Air) and the Reserves (the Army, the Navy, the Air Force, and the Marine Corps) (hereafter referred to collectively as "the Reserve components"). <br>Organizational structure and responsibilities of the Joint Service Reserve Component Facility Boards (JSRCFBs). <br>Real property acquisition methods, joint construction and use, and design criteria for the Reserve components. <br>Reserve component facilities functional criteria. <br>Joint Federal and State agreements covering contributions of Federal funds to the States for National Guard facilities. <br>Placement of Reserve component units in local communities. <br>APPLICABILITY AND SCOPE <br>This Instruction:
