Abstract

This Standard specifies technical criteria for terminal equipment approved in accordance with Title 47 of the U.S. Code of Federal Regulations (47 C.F.R.), Part 68 for direct connection to the public switched telephone network, including private line services provided over wireline facilities owned by providers of wireline telecommunications. <br>Conformance to the technical criteria in this Standard does not assure compatibility with wireline carrier services. <br>Except for the grandfathered terminal equipment identified in Annex A, the technical criteria in this Standard applies to direct connection of terminal equipment (TE) and certain types of test equipment (see clause 3.1) to the following types of wireline carrier interfaces: <br>a) Loop start (not including party lines) <br>b) Ground start <br>c) Loop reverse-battery incoming (e.g., direct inward dialing and public safety answering point trunks) <br>d) Loop reverse-battery outgoing (e.g., E911 PBX trunks) <br>e) E&M (e.g., analog tie trunks) <br>f) Off-premises station (OPS) <br>g) Private line (ringdown, voice band metallic, and in-band) <br>h) Local area data channel <br>i) Subrate (e.g., 1.2, 2.4, 4.8, 9.6, and 56 kbps DDS) <br>j) PSDS Types I, II, and III <br>k) DS1 and ISDN PRI (1.544 Mbps) <br>l) ISDN BRI and IDSL <br>m) ADSL, ADSL2, ADSL2+, and reach extended ADSL2 (READSL2) <br>n) SHDSL and ESHDSL <br>o) HDSL2, SMC4, and HDSL4 <br>p) SDSL <br>q) SMC6, VDSL, and VDSL2 <br>r) SMC2, SMC3, SMC7, SMC8, and other DSL <br>Requirements retained by the Federal Communications Commission (FCC) in 47 C.F.R. Part 68, including hearing aid compatibility and volume control, are not covered by this Standard. <br>Equipment grandfathered by FCC action is identified in Annex A along with the conditions that allow such TE to be connected without approval. <br><strong>PURPOSE</strong> <br>The purpose of this Standard is to provide technical criteria to protect wireline carrier networks from the harms defined by the Federal Communications Commission in 47 C.F.R. section 68.3. This Standard was developed for submission to the Administrative Council for Terminal Attachments (ACTA).
