Abstract

<strong>PURPOSE</strong> <br>The purpose of this Marshall Work Instruction (MWI) is to prescribe policies, procedures, and guidelines to assist the Source Evaluation Boards (SEB) and Source Evaluation Committees (SEC) (hereafter identified as SEB/C as appropriate) in reaching an equitable and thorough evaluation of Offerors' proposals using formal source selection procedures. This MWI is intended to be internal guidance to NASA personnel, and shall not be construed to create any rights enforceable by outside parties. <br><strong>APPLICABILITY</strong> <br>This MWI applies to the personnel, programs, projects, and activities at Marshall Space Flight Center (MSFC) and MSFC's Michoud Assembly Facility, including contractors and resident agencies to the extent specified in their respective contracts or agreements. ("Contractors," for purposes of this paragraph, include contractors, grantees, Cooperative Agreement recipients, Space Act Agreement partners, or other agreement parties.)
