Abstract

PURPOSE <br>This Instruction: <br>Implements policy, assigns responsibilities, and prescribes procedures under reference (a) to carry out the DoD Scientific and Technical Information Program (STIP). <br>Replaces references (b) through (d). <br>Delineates in enclosures 3 through 7, the major elements of the DoD STIP including the specific implementation of policy, responsibilities, principles, and operational parameters for each segment of that program as applicable. <br>Authorizes, consistent with reference (e), the issuance of the DoD Scientific and Technical Information Program Procedures Manual for the inclusion of those procedures, practices, standards, and training guides necessary to implement a comprehensive, efficient, and effective DoD STIP. <br>This Instruction applies to the Office of the Secretary of Defense, the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as "the DoD Components").
