description abstractPURPOSE
This directive establishes general policy and procedures for an Asbestos Management Program. The purpose of the Asbestos Management Program shall be to communicate requirements for protecting employees and the public from the adverse health effects of asbestos resulting from operations, construction, or maintenance activities at Goddard Space Flight Center (GSFC) facilities or operated properties. Specific goals of this directive are to:
a. Minimize exposure of employees, contractors, and visitors to airborne asbestos;
b. Comply with all pertinent regulatory and NASA requirements related to asbestos-containing materials. GSFC recognizes and shall comply with all applicable Federal governing regulatory agency regulations/guidelines pertaining to asbestos-containing materials;
c. Establish procedures for the identification, evaluation, control, maintenance, disturbance, abatement, storage, and disposal of asbestos-containing material at GSFC;
d. Remove, enclose, encapsulate, or repair asbestos-containing material as required by Government or NASA regulations, and as needed to protect human health;
e. Ensure affected personnel have received appropriate training;
f. Ensure competent personnel are available to evaluate potential asbestos-related hazards, sample suspect materials, and oversee asbestos-abatement projects;
g. Eliminate the installation of new asbestos-containing material whenever possible; and
h. Ensure that asbestos-related contracted/subcontracted work is properly programmed, reviewed, and conducted.
APPLICABILITY
The Asbestos Management Program is applicable to GSFC employees, including those personnel at remote facilities and operations, who engage in work involving potential exposure to asbestos. This directive is applicable to all GSFC employees, to all work conducted under the authority of GSFC, and to all equipment and property managed by GSFC. For GSFC contractors, it is applicable through contract clauses in conformance with NASA Procurement Regulation (Part 1, Subpart 52 and Part 14, Subpart 6).
