Abstract

REISSUANCE AND PURPOSE. This Instruction: <br>Reissues reference (a) to implement updated policy and responsibilities for interoperability and supportability of Information Technology (IT), including National Security Systems (NSS), as defined in reference (b). <br>Implements a capability-focused, effects-based approach to advance IT and NSS interoperability and supportability throughout the Department of Defense (DoD). This approach incorporates both materiel (acquisition or procurement) and non-materiel (doctrine, organizational, training, leadership and education, personnel, and facilities) aspects to ensure life-cycle interoperability and supportability of IT and NSS throughout the Department of Defense. <br>Implements the Net-Ready Key Performance Parameter (NR-KPP) to assess net-ready attributes required for both the technical exchange of information and the end-to-end operational effectiveness of that exchange. The NR-KPP replaces the Interoperability KPP and incorporates net-centric concepts for achieving IT and NSS interoperability and supportability. <br>APPLICABILITY AND SCOPE. This Instruction applies to: <br>The Office of the Secretary of Defense (OSD), the Military Departments, the Chairman of the Joint Chiefs of Staff, the Combatant Commands, the Inspector General of the Department of Defense, the Defense Agencies (see paragraph E2.1.15.), the DoD Field Activities, and all other organizational entities in the Department of Defense (referred to collectively as the "DoD Components").
