description abstractThis guide describes the elements of an airport/ community emergency plan that require consideration before, during, and after an emergency has occurred. The scope of the airport/community emergency plan should include command, communication, and coordination functions for executing the AEP. Throughout this document, the airport/community emergency plan will be referred to as the “AEP.” Purpose. This guide was written to inform airport and adjacent community authorities of current emergency planning techniques and procedures that result in the efficient utilization of personnel from all involved organizations and agencies to provide effective delivery of emergency services in the event of an aircraft-related emergency. Jurisdictional problems previously identified in actual emergencies or emergency plan exercises point out the necessity of resolving the conflicts as part of the development of the AEP. Recommendations contained herein are not intended to conflict with any local or state regulations. One of the principal purposes of this document is to alert all participants to conflicts that can exist due to multijurisdictional factors, such as conflicts between state and local regulations. Additional criteria for assessing the AEP can be found in NFPA 1600.
