Budget errors, omissions, and inconsistencies during formulation, coupled with the need for a focal point to respond to and coordinate with Headquarters Management and Center Chief Financial Office (CFO) personnel. Programs should establish a central resources integration office and baseline the budget as quickly as possible, using a formal mechanism for tracking and approving changes (e.g., NGLT Program Requirements Control Board (PRCB).
