Abstract

<u>APPLICABILITY AND SCOPE</u> <br>This Instruction applies to: <br>The Office of the Secretary of Defense, the Military Departments (including the Coast Guard at all times, including when it is a service in the Department of Homeland Security by agreement with that Department), the <em>Office of the</em> Chairman of the Joint Chiefs of Staff <em>and the Joint Staff,</em> the Combatant Commands, the Defense Agencies, <em>the Office of the Inspector General of the Department of Defense,</em> the DoD Field Activities, and all other organizational entities within the Department of Defense (hereafter referred to collectively as the "DoD Components"). The term "Military Departments," as used herein, refers to the Departments of the Army, the Navy, and the Air Force. The term "Secretary concerned" refers to the Secretaries of the Military Departments and the Secretary of Homeland Security for the Coast Guard when it is not operating as a Service in the Navy. The term "Military Services" refers to the Army, the Navy, the Air Force, the Marine Corps, and the Coast Guard. <br>The use of all inactive duty (ID), inactive duty training (IDT), active duty (AD), and full-time National Guard duty (FTNGD) periods performed by all RC members not counted in Active component (AC) end strengths, or AD for Operational Support (ADOS), pursuant to Reference (<em>gh</em>). <br>The requirements for categorizing and recording of RC personnel, and the training requirements for those categories. <br>All members of the total RCs to include the Ready Reserve, the Standby Reserve, and the Retired Reserve. <br>The designation and official recording of all Reserve force personnel data in the Reserve Component Common Personnel Data System (RCCPDS) pursuant to References (<em>ef</em>) and (<em>fg</em>). <br>The participation of RC members in approved programs outside the Department of Defense. <br><u>REISSUANCE AND PURPOSE</u> <br>This Instruction reissues Reference (a) as an Instruction in accordance with the guidance in Reference (b) and the authority in Reference (c), <em>incorporates and cancels USD(P&R) Memorandum (Reference (d))</em> and cancels <em>DoD Instruction 1215.19</em> (Reference (<em>de)</em>). This Instruction implements policy, assigns responsibilities, and prescribes procedures that pertain to: <br>Prescribing minimum training criteria for each category of the Reserve Components (RC<em>s</em>). <br>The use of RC duty for both training and mission and operational support purposes. <br>The use of RC duty to capitalize on RC capabilities and accomplish operational requirements while maintaining RC mission readiness for domestic and overseas operations. <br>Maintaining and reporting personnel data pursuant to DoD Directive 1205.17 (Reference (<em>ef</em>)) and DoD Instruction 7730.54 (Reference (<em>fg</em>)). <br>The use of uniform RC categories (RCCs) and training and retired categories (TRCs) for the Ready Reserve, Standby Reserve, and Retired Reserve of the Armed Forces provided for in sections 10141, 10142, 10147, 10149, 10151, 10154, and 12774 of 10 United States Code (U.S.C.) (Reference (<em>gh)).</em> <br>Categorizing, maintaining, and reporting personnel data pursuant to References (ef) and (<em>fg</em>). <br>Participation in Selective Service System (SSS) activities, civil defense activities, and Continental United States (CONUS) Defense programs by members of the Ready and Standby Reserve.
