Access to and Dissemination of Restricted Data and Formerly Restricted Data

Abstract: PURPOSE. In accordance with the authority in DoD Directive 5143.01 (Reference (a)), this Instruction:
a. Reissues DoD Directive 5210.2 (Reference (b)) as a DoD Instruction to establish policies, assign responsibilities, and prescribe procedures governing access to, and dissemination of data classified as Restricted Data (RD) and Formerly Restricted Data (FRD) by the DoD.
b. Implements sections 2153 and 2161 through 2165 of title 42, United States Code (also known and hereinafter referred to as the "Atomic Energy Act of 1954, as amended" (Reference (c))) and Part 1045 of title 10, Code of Federal Regulations (Reference (d)).
APPLICABILITY. This Instruction applies to OSD, the Military Departments, the Office of the Chairman of the Joint Chiefs of Staff and the Joint Staff, the Combatant Commands, the Office of the Inspector General of the Department of Defense, the Defense Agencies, the DoD Field Activities, and all other organizational entities within the DoD (hereinafter referred to collectively as the "DoD Components").
