Abstract: a. This instruction applies to all NAVSEA Programmatic and Technical Authorities performing acquisition, in-service support, engineering, or technical work within the scope of NAVSEA, its PEOs, and associated program offices within the scope defined in references (a) and ( c).
b. This instruction does not apply to the exclusion listed in reference (c), which include all matters under the cognizance of the Naval Nuclear Propulsion Directorate (NAVSEA 08) and the strategic weapons systems under the cognizance of the Strategic Systems Program.
Purpose
a. To implement references (a) through (e) system safety requirements for programmatic and technical authorities, including establishing a System Safety Program (SSP) (as required by reference (b) and defined in enclosure (2)) for the identification and control of hazards and risk mitigation.
b. Establish and update policy for the implementation of System Safety Engineering (SSE) across Navel Sea Systems Command (NAVSEA) and affiliated Program Executive Offices (PEO) for all phases of the systems lifecycle, consistent with references (a) through (an).
