Facility Requirements for Aircraft Operations - Rev 2

Abstract: Purpose. This document is a standard for industry and government to establish facilities, procedures and capabilities that minimize the risk to operations as much as practical. It is intended for use as a baseline document. Other facilities requirements may be contractually imposed.
This standard consolidates and implements airfield criteria, aircraft rescue and fire fighting (ARFF) services, and aircraft hangar fire protection requirements, to establish a minimum level of risk for aircraft and personnel. These risk reductions have been extracted from Federal Aviation Regulations (FAR) {NOTE: Not to be confused with Federal Acquisition Regulations (FAR)}, National Fire Protection Association (NFPA) codes and standards, International Civil Aviation Organization (ICAO) guidance, and DOD and Service guidance.
Compatibility With Existing Regulations. Minimum facilities requirements for operations prescribed in this NAS that differ from existing statutory or regulatory requirements shall be subject to the agreement of all parties involved.
Deviations from this Standard. When the existing contractor capabilities and/or facilities do not meet the prescriptive portions of this document, proposals which include alternatives designed to mitigate risk shall be permitted to be introduced. Use of such alternate means of protection is dependent upon the approval of all contracted parties.
