TOOL CONTROL PROGRAM

Abstract: PURPOSE
This directive defines responsibilities and requirements for the implementation and maintenance of an effective Tool Control Program for GSFC Programs and Projects.
It sets forth the minimum standards for Tool Control prior to flight hardware shipment and while operating at the launch facility. It also defines the minimum requirements needed to establish and conduct safe tool operations and practices.
APPLICABILITY
This directive applies to all GSFC flight programs and projects, including civil servants and other organizational elements under the purview of the project. It applies to contractors and other non-NASA organizations under the purview of the project to the extent specified in the contract or agreement. It applies from the observatory Integration phase of the program and forward through pre-launch and launch pad activities. It does not apply to projects that are not assembling flight hardware or performing launch activities.
