PROJECT PLANNING AND CONTROL HANDBOOK

Abstract: Many of the PP&C principles and practices described in this handbook apply to both programs and projects; however, the emphasis of this handbook is to describe the processes necessary for project and mission support business management.
The MSFC Associate Director for Management is the executive sponsor for the PP&C process. The Office of Strategic Analysis and Communications (OSAC) is the overall PP&C process owner, with discipline expertise residing throughout MSFC (See Figure 1). Additional mission support and project PP&C oversight is provided by the Business Management Committee (BMC) (See MSFC Charter, MC-22, "MSFC Business Management Committee"). Project PP&C oversight is also provided by the MSFC Program/Project Management Advisory Committee (PPMAC) (See MSFC Charter, MC-38, "Program/Project Management Committee").
Note: There are many disciplines/functions that comprise PP&C, with subject matter expertise located in various organizations throughout MSFC.
This handbook describes contemporary practices and policies employed at MSFC in project and mission support business management organizations for the following: schedule and budget development and execution; financial accountability; Earned Value Management (EVM); workforce assessment; programmatic analysis and reporting; and the technical, quality, risk, and configuration change aspects affecting PP&C. This handbook is not intended to be a specification, but rather should be used as guidance based on best practices in the programmatic execution of projects and Center-provided mission support. It may also serve to orient newcomers and outsiders to the PP&C processes used at MSFC in the development and management of space systems and associated infrastructure, and the Center's mission support functions. While all process activities and general guidance are addressed, a project manager (PM), working with their business and technical support, may tailor or customize implementation to the specific needs of the project consistent with project size, complexity, criticality, and risk.
