Abstract: Purpose. This instruction establishes policy, procedures, and responsibilities, consistent with the guidance in references a through q, for achieving international military rationalization, standardization, and interoperability (RSI) agreements with allies and other friendly nations in the areas of operations, doctrine, materiel, training, logistics, and in-service equipment. This instruction does not apply to terminology.
Applicability. This instruction applies to the Joint Staff, combatant commands, Services, combat support agencies, and Department of Defense (DOD) agencies that have responsibility for achieving RSI regardless of which agency has lead responsibility.
