Abstract

This volume is to provide guidance and a common framework as to the planning and conduct of IEDD operations. It should be read in conjunction with Volume 1 in order to provide guidance and a common framework as to the execution of IEDD operations. It is produced as an informative guide providing a list of fundamental points and principles. <br>This volume should be understandable to those who are unfamiliar with IEDD and EOD but it is primarily aimed to inform and guide those who are trained in EOD/IEDD. It is designed to be applicable to all levels of capability but acknowledges that EOD operators with different Nations are not all trained, nor equipped, to the same standard. Nations, and their individual armed services, have various capabilities ranging between the two outlined above and these are listed in STANAG 2377. <br>The document will focus on IEDD within Deployed Operations and will not explore IEDD within the framework of national home based/internal operations or military aid to the civil power. The document is intended to provide guidance and considerations for the conduct and execution of IEDD operations and should serve to inform EOD Theatre Operating Procedures. <br>IEDD is a sub-set of EOD and as such the detail of ATP-72¹ and associated EOD documentation will apply and they are not repeated here. IEDD is only one component of the wider concept known as Counter-IED (C-IED)². The doctrine for C-IED is contained in AJP 3.15. Whereas IEDD concentrates on the device, C-IED is a J2/J3/J5 role which seeks to look at identifying and attacking the whole IED system whereas IEDD concentrates on the device. <br>The specifics of IEDs found in various theatres will not be covered. IEDs may have additional payloads, including Chemical, Biological, Radiological or Nuclear (CBRN) and range from simple to complex. The threat from improvised CBRN devices must be considered when planning although the response will vary depending upon the operating environment, national capabilities and caveats. This document is not attempting to provide specific Operating Procedures, and as improvised CBRN devices will require a specialist response they will not be covered in detail. <br><strong>Aim.</strong> <br>The Aim of this STANAG is to highlight considerations and to provide guidance to EOD operators on the conduct and execution of IEDD operations. <br>¹ ATP-72 Interservice EOD Operations on Multinational Deployments &#8211; Agreement by interested nations is recorded in STANAG 2282. <br>² C-IED seeks to develop a thorough knowledge of the threat and a comprehensive operational effort to attack all aspects of terrorist capability.
