Project 25 Interoperability Test Procedures – Over-the-Air Rekeying (OTAR)

Abstract: The purpose of this document is to define procedures for testing the interoperability of Data, specifically, Over-The-Air-Rekeying (OTAR) commands between RF Sub-systems and Mobile Radio subscribers of different manufacturers, different models of the same manufacturer, and different firmware upgrades of the same model. This is the second of a series of documents, all of which discuss procedures for interoperability testing of TIA102 digital radio equipment. The contents of this document are confined to OTAR functions. As currently envisioned, other documents in the series will address capabilities of trunking, data transmissions, and networking. A prerequisite for interoperability testing is the requirement that the unit under test (UUT) meet the conditions of conformance and performance as designated in the TIA102 standards.
This document tests the interoperability of OTAR functions that are defined as of the date of the document's writing. In time, this document may have to be updated in order to include any new OTAR functions that will be added to the standard at a future date.
For this document, a UUT shall be defined as a manufacturer's product that is commercially available to the Project 25 community of users and includes (but may not be limited to) various manufacturers' mobile and portable subscriber units and key management facilities (KMF) that together provide the functional operations integral to the performance of encryption key management over the Project 25 Common Air Interface (CAI).
The reader is referred to document APCO25.940811.2.3 (Lockdown Overview) [9] for a discussion of the General Systems Model and various interfaces.
