Abstract: This volume of the handbook should be used by NATO commanders and their NBC staffs responsible for conducting operational SIRA missions. It is also intended for use by military and civilian personnel who would likely be tasked to participate as members of the various SIRA teams described later in the text. This handbook provides the technical basis for SIRA operations and it describes the personnel, training, equipment and procedures required to conduct SIRA missions. This handbook is intended to be applied in military operations other than general nuclear war.
