TDMA Third Generation Wireless - Mobile Stations Minimum Performance for Global Circulation - ANSI Approved: 9/17/2013

Abstract: This standard details definitions, methods of measurement, and minimum performance requirements for 2GHz Wireless1 mobile stations. Unless otherwise stated, these requirements apply only to digital operation, within the regulatory mandates of the European Union "Electromagnetic compatibility and Radio spectrum Matters (ERM); Base stations (BS) and user equipment (UE) for IMT-2000 Third Generation cellular networks; Part 8: Harmonized EN for IMT-2000 TDMA Single Carrier (UWC 136) (UE)" covering essential requirements of article 3.2 of the R&TTE Directive. These standards defined herein share the purpose of assuring that a mobile station can obtain service in any network that meets the compatibility requirements of TIA/EIA-1362 operation within the IMT-2000 frequency band allocation.
Compatibility, as used in connection with these standards and TIA/EIA-136, is understood to mean: Any mobile station is able to place and receive calls in any wireless system. Conversely, all wireless systems are able to place and receive calls with any mobile station.
These standards allow the minimum performance requirements of Digital 2 GHz equipment to be measured. It provides the test methodology for mobile equipment designed for use on wireless systems complying with TIA/EIA-136.
To assure compatibility, it is essential that both radio system parameters and call processing parameters be specified. The sequence of call processing steps that the mobile station and base station execute to establish calls has been specified in TIA/EIA-136 along with the digital control messages that are exchanged between the two stations.
A mobile station is intended to be used while in motion or during halts at unspecified points. It is assumed that mobile stations include portable units (e.g., hand-held "personal" units) as well as units installed in vehicles.
Although the basic purpose of wireless telecommunications has been voice communication, evolving usages (e.g., data) may allow the omission of some of the features specified herein provided that the system compatibility is not compromised.
These standards concentrate specifically on the mobile station; they cover the operation of the land station, the wireless switch, and the base station control equipment only to the extent that compatibility with TIA/EIA-136 is assured.
