GSFC Mission and Safety Collision On Launch Assessment (COLA) Requirements

Abstract: PURPOSE
The purpose of this GPR is to define the requirements to ensure that there is minimal risk to orbiting satellites and to implement the fiduciary and international citizenship responsibilities to limit riskexposure of third party assets to below the lowest practical levels. GSFC requires that both a Safety COLA and a Mission COLA be conducted and that their results be implemented for each GSFC payload or vehicle launched that could potentially collide with any satellite already in Earth Orbit (EO).
APPLICABILITY
This directive shall be applied to all space flight systems (e.g. GSFC Projects) for which GSFC has the ultimate responsibility for payload/instrument/vehicle integration and/or launch authority. This includes all vehicles launched by, or under the cognizance of, the NASA Wallops Flight Facility.
The requirements defined in this GPR do not apply to sounding rockets, balloons, and aircraft or their associated instruments/payloads whose flight profile is such that they will not intrude upon Earth Orbiting (EO) satellites. In addition, this GPR does not apply to GSFC furnished instruments on spacecraft where another NASA center or another entity (i.e. DoD or an international partner) has the ultimate responsibility for payload/instrument/vehicle integration and/or launch authority.
