Abstract: Introduction
The guiding principles in these procedures are:
to assist the timely implementation of NATO Infrastructure projects so that the operational needs of NATO are met and the available resources are used in the most cost-effective way;
to foster an environment conducive to maximizing the participation of qualified firms in the NATO Infrastructure Programme;
to avoid discrimination against firms of participating countries interested in participating in NATO Infrastructure projects.
