Abstract: PURPOSE. This Instruction establishes policies, procedures, and standards for the development and administration of a national Maritime Homeland Security (MHS) outreach and awareness program named America's Waterway Watch (AWW) and associated local programs designed to encourage members of the maritime and recreational boating industries and the boating public to report suspicious activity.
