Abstract: APPLICABILITY
This policy applies to all NASA-owned or NASA-sponsored payloads/missions designed for orbital launch and/or for other Government- sponsored payloads for which NASA is responsible for launch service acquisition and management.
This policy is not applicable to payloads launched on the Space Shuttle, Ares I, and Ares V.
