Abstract: This code applies to the storage, handling, transportation, and use of LP-Gas.
General Properties of LP-Gas. Liquefied petroleum gases (LP-Gases), as defined in this code (see 3.3.34), are gases at normal room temperature and atmospheric pressure. They liquefy under moderate pressure and readily vaporize upon release of the pressure. It is this property that allows the transportation and storage of LP-Gases in concentrated liquid form, although they normally are used in vapor form.
For additional information on other properties of LP-Gases, see Annex B.
NFPA 58 addresses virtually every aspect of LP-Gas distribution and use, but it does not cover the production of the gas itself. However, the actual scope of application, including exclusions, is delineated more precisely by the lists in 1.3.1 and 1.3.2. LP-Gas storage, handling, and transportation are described in the following commentary.
STORAGE
One way to categorize the different types of storage locations is to use the three types of propane storage facilities: primary, secondary, and tertiary.
Primary Storage. Primary storage involves large storage facilities [hundreds of thousands or millions of gallons (liters)], including underground salt caverns, refrigerated storage containers, and large tank farms. Primary storage also includes storage that is associated either with the production of LP-Gas or with marine or pipeline transportation, before the product is transferred to the retail market.
Secondary Storage. Secondary storage usually refers to bulk and industrial plants, in which the LP-Gas is typically stored in pressure vessels with water capacities usually ranging between 10,000 gal (38 m3) and 90,000 gal (340 m3). The product in secondary storage facilities is held until it can be used or delivered to the end user's facility, where it is typically used as a fuel.
Tertiary Storage. Tertiary storage refers to the storage located at the end user's facility. In residential installations, containers may range in size from as small as a 100 lb (45 kg) propane capacity cylinder to a 4000 gal (15.1 m3) ASME tank. Commercial, industrial, and agricultural users typically have storage capacity of 18,000 gal to 30,000 gal (68 m3 to 114 m3), and some have multiple 30,000 gal tanks. There are some larger installations with single or multiple 60,000 gal and 90,000 gal tanks.
HANDLING
The term handling of LP-Gas applies to operations associated with the transfer of liquid LP-Gas from one container to another. Because LP-Gas is a flammable material, the code requires all persons performing transfer operations to be trained to do so.
TRANSPORTATION
Although NFPA 58 contains provisions for transporting LP-Gas, it must be recognized that in the United States, the U.S. Department of Transportation (DOT) is the primary authority for regulation of transporting hazardous materials in commerce. The term in commerce generally applies to the transportation of all hazardous materials by companies in the hazardous materials business. It also applies to vehicles that transport LP-Gas as a "material of trade," such as by a roofing company that uses LP-Gas as a fuel during the normal conduct of its business. Title 49 of the Code of Federal Regulations, "Transportation" [1], contains the provisions enforced by DOT for transporting LP-Gas. Therefore, any transportation of LP-Gas by any method in commerce in the United States must be in compliance with Title 49 (many other countries have similar requirements). However, additional requirements that are contained in NFPA 58 and that do not conflict with Title 49 must be complied with as well. In addition, NFPA 58 establishes the requirements for the private transportation of LP-Gas, which is not governed by Title 49; for example, a customer transporting a gas grill cylinder for refilling or exchange. Federal Regulations. Regulations of the U.S. Department of Transportation (DOT) are referenced throughout this code. Prior to April 1, 1967, these regulations were promulgated by the Interstate Commerce Commission (ICC). The Federal Hazardous Substances Act (15 U.S.C. 1261) requires cautionary labeling of refillable cylinders of liquefied petroleum gases distributed for consumer use. They are typically 40 lb (13 kg) and less and are used with outdoor cooking appliances, portable lamps, camp stoves, and heaters. The Federal Hazardous Substances Act is administered by the U.S. Consumer Product Safety Commission under regulations codified at 16 CFR 1500, Commercial Practices, Chapter 11, "Consumer Product Safety Commission."

Not all NFPA technical committees for codes and standards, including the committee responsible for NFPA 58 (Technical Committee on Liquefied Petroleum Gases), have elected to include a statement of purpose. Therefore, Section 1.2 is reserved for future use.
