Abstract: INTRODUCTION TO THE MANUAL
This is the fourth edition of the AASHTO Construction Manual for Highway Construction.
This publication was drafted by a Task Force of the Highway Subcommittee on Construction, which has the assistance and cooperation of all of the States. This Manual is designed as a companion to the AASHTO Guide Specificatìons for Highway Construction.
It is the function of highway specifications to set forth those things required of the Contractor, the method of measurement, and the basis of payment, among other things.
On the other hand, the Construction Manual defines the responsibilities of, and instruction to, State highway or transportation department field personnel regarding the proper administration of Contract Provisions.
The publication is intended as a guide and is endorsed to the State highway or transportation departments for their use in preparing their own individual construction manuals. The individual State highway or transportation department may wish to include additional material, directions, or detail to meet their respective needs or requirements. The organizational structure described and the position titles used throughout the text are typical and intended only to simplify the task of writing. Each individual department will make those modifications necessary to accommodate their particular situation.
Terms used in the contract, specifications, and this manual are defined in Section 101 of the AASHTO Guide Specifications for Highway Construction.
