Lessons Learned – Standard Change Order Cost Proposals Format

Abstract: Abstract:
In the course of the NASA on-site management of the construction of the Ares I Mobile Launcher (ML) at Kennedy Space Center (KSC), the change orders were numerous and tended to be technically complicated, due to the magnitude of the ML project (~$140M). The NASA team dictated the use of a specific Excel format and requisite supporting data. This expedited review and facilitated negotiation. Cost proposal format should be dictated as part of the contract.
